Introduction:

According to the changes in the development trend of the current epidemic prevention and control situation, we should give prominence to key points, make overall plans, guide by classification, and implement policies in different areas. We should adhere to prevention and control according to law, scientific prevention and control, and precise implementation of policies. We should strengthen the social control of personnel, strictly prevent the import and spread of risks, and improve the scientificity, accuracy, and pertinence of epidemic prevention and control.

Health Risk Determination Criteria:

According to residents’ recent travel history or residence history, current health status and close contact history of cases, the risk of transmitted diseases is judged, and residents are divided into three categories: high-risk personnel, medium-risk personnel and low-risk personnel.

Definitions of high-risk personnel, medium-risk personnel and low-risk personnel:

High-risk personnel:

Ø Personnel from key epidemic prevention and control areas and high-risk areas;

Ø A confirmed patient;

Ø Suspected patients;

Ø Asymptomatic infected persons who are undergoing centralized isolation medical observation;

Ø Close contacts who are carrying out centralized or home-isolated medical observation;

Other personnel who need to be included in the management of high-risk personnel.

Medium Risk Personnel:

Ø Personnel from areas at risk of the epidemic;

Ø Persons with fever, dry cough, shortness of breath and respiratory symptoms;

Ø The implementation of home observation for less than 14 days cured discharged confirmed patients;

Ø Relieving asymptomatic infected persons under medical isolation for less than 14 days;

Ø Other personnel who need to be included in the management of medium-risk personnel.

Low risk personnel:

Ø Personnel from areas with low risk of epidemic;

Ø Personnel other than high-risk and medium-risk personnel;

Management Measures

High-risk personnel:

Relevant agencies and communities are responsible for strictly controlling high-risk personnel.

1、 People from Hubei Province, where the epidemic is especially serious, should carry out centralized isolation medical observation for 14 days from the time they arrive at their destination.

2、 People from other high-risk areas should undergo centralized or home-isolated medical observation for 14 days from the time they arrive at their destination.

3、 Confirmed patients and suspected patients shall be treated in designated medical institutions with effective isolation conditions and protection conditions until they meet the discharge standards.

4、 Asymptomatic infected persons should be subject to centralized isolation medical observation for 14 days. In principle, isolation can be released after two consecutive specimen nucleic acid tests are negative (sampling time interval is at least 1 day).

5、 Close contacts should be subject to centralized isolated medical observation, The medical observation period is 14 days after the last contact with the case or asymptomatic infected person. Before the isolation is released, throat swab and anal swab virus nucleic acid detection and lung imaging examination shall be carried out. If any specimen virus nucleic acid detection is positive or lung imaging shows novel coronavirus pneumonia progress, it shall be admitted to a designated hospital for further treatment.

Medium Risk Personnel:

Medium-risk personnel should strictly implement the requirements of home isolation medical observation and consciously accept community management.

1. Personnel from risk areas in the epidemic should be isolated for medical observation at home for 14 days from the time they arrive at their destination.

2, cure discharged confirmed patients, released from centralized isolation of asymptomatic infected persons should be home isolation medical observation for 14 days. On the 7th and 14th days after discharge, pharyngeal and anal swabs were collected for nucleic acid screening respectively, and positive results were found and admitted to designated medical institutions for further diagnosis and treatment.

Application for Health Certification

STEP 01 Personal Health Code Application

In areas where a personal health code management platform has been established, residents apply for personal health codes through the network platform, and the system automatically generates red, yellow and green “health codes” according to the health risk level.

STEP 02 For those who do not have the conditions to apply through the network platform, such as the elderly and rural personnel in the outer suburbs, community personnel can be responsible for applying on their behalf and generating paper “health codes” (valid for 14 days).

STEP 03 Health Pass Card Application

In areas that do not have the conditions to establish a personal information code management platform, residents will fill in their own personal health declaration forms (all localities will design their own declaration forms according to the actual situation). If they meet the conditions of low-risk personnel, they will be approved by the community (village) and issue a health pass card stamped with the official seal of the community (village) (valid for 14 days).
